The update includes quality improvements and raises the Windows build to 17763.404. It should be noted that this update also still contains numerous bugs.<\/p>\n<p>I had listed the fixes in the blog post Windows 10 V1809: Updates KB4490481 and KB4493510. This update also introduces new Group Policy for Windows 10 V1809 (see my blog post <a href=\"https:\/\/borncity.com\/win\/2019\/04\/04\/kb4490481-fixes-adds-group-policies-in-windows-10-v1809\/\">KB4490481 fixes\/adds group policies in Windows 10 V1809<\/a>). However, I also wrote in the linked posts that this update has a number of known issues. Therefore I cannot recommend an installation. <\/p>\n<h2>Update KB4490481 causes Blue Screens <\/h2>\n<p>And now there's the blue screen problem. Blog reader EP pointed out this problem in <a href=\"https:\/\/borncity.com\/win\/2019\/04\/04\/kb4490481-fixes-adds-group-policies-in-windows-10-v1809\/#comment-4610\" target=\"_blank\" rel=\"noopener noreferrer\">this comment<\/a>. Martin Brinkmann gave a clear warning on Twitter.&nbsp; <\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"de\">\n<p lang=\"en\" dir=\"ltr\">Don't install KB4490481 for windows10 version 1809 without proper backup \/ system restore. Reports of System Service Exception loading errors after update installation emerge (maybe Intel related?). <a href=\"https:\/\/twitter.com\/hashtag\/windows10?src=hash&amp;ref_src=twsrc%5Etfw\">#windows10<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/update?src=hash&amp;ref_src=twsrc%5Etfw\">#update<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/microsoft?src=hash&amp;ref_src=twsrc%5Etfw\">#microsoft<\/a><a href=\"https:\/\/t.co\/wdJZD4Sz57\">https:\/\/t.co\/wdJZD4Sz57<\/a><\/p>\n<p>\u2014 ghacksnews (@ghacksnews) <a href=\"https:\/\/twitter.com\/ghacksnews\/status\/1113662228471926785?ref_src=twsrc%5Etfw\">4. April 2019<\/a><\/p><\/blockquote>\n<p><span id=\"preserve2d7c9b51a0854a9e85cd94a706157ff1\" class=\"wlWriterPreserve\"><SCRIPT charset=\"utf-8\" src=\"https:\/\/platform.twitter.com\/widgets.js\" async><\/SCRIPT><\/span> <\/p>\n<p>You should not install this update without a backup. Martin Brinkmann ran into a 'System Service Exception' error after the installation. Martin writes:<\/p>\n<blockquote>\n<p>Ran into a System Service Exception error on restart after installing the update on one machine. System Restore fixed the issue, Startup repair did not.<\/p>\n<\/blockquote>\n<p>Martin is not the only user who reports problems or BlueScreens in connection with this update. In <a href=\"https:\/\/web.archive.org\/web\/20221129215446\/https:\/\/www.ghacks.net\/2019\/04\/03\/windows-10-1809-kb4490481-the-missing-patch-arrives-finally\/\" target=\"_blank\" rel=\"noopener noreferrer\">a comment to his blog<\/a> post there is a confirmation by another user and also the user EP mentioned above is <a href=\"https:\/\/web.archive.org\/web\/20221129215446\/https:\/\/www.ghacks.net\/2019\/04\/03\/windows-10-1809-kb4490481-the-missing-patch-arrives-finally\/\" target=\"_blank\" rel=\"noopener noreferrer\">plagued with a blue screen<\/a>. Woody Leonhard has collected more findings at askwoody.com in <a href=\"https:\/\/www.askwoody.com\/2019\/reliable-reports-of-bluescreen-after-installing-win10-1809s-second-march-cumulative-update-kb-4490481\/\" target=\"_blank\" rel=\"noopener noreferrer\">this article<\/a>. <\/p>\n<p><a href=\"https:\/\/i.imgur.com\/8rkwmf8.jpg\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" title=\"System Service Exception BSOD\" alt=\"System Service Exception BSOD\" src=\"https:\/\/i.imgur.com\/8rkwmf8.jpg\" width=\"615\" height=\"273\"><\/a><\/p>\n<p>Within tenforums <a href=\"https:\/\/web.archive.org\/web\/20191129005343\/https:\/\/www.tenforums.com\/windows-10-news\/130059-cumulative-update-kb4490481-windows-10-v1809-build-17763-404-april-2-a-6.html\" target=\"_blank\" rel=\"noopener noreferrer\">user doctorwizz<\/a> reported also a System Service Exception BlueScreen (0x0000003B) after installing this update.<\/p>\n<blockquote>\n<p>I was rebooting from Win10 to boot to Win8.1. The update was installing on the shutdown phase and it was taking longer to install this time. So I tried to boot to Win10 again. It was continuing to update and bam. BSOD System Service Exception.<\/p>\n<\/blockquote>\n<p>There is another <a href=\"https:\/\/www.tenforums.com\/windows-10-news\/130059-cumulative-update-kb4490481-windows-10-v1809-build-17763-404-april-2-a-5.html#post1607987\" target=\"_blank\" rel=\"noopener noreferrer\">confirmation within the tensforum thread<\/a>, from a user receiving also a Blue Screen.  <\/p>\n<blockquote>\n<p>I like doctorwizz above also have BSOD on <b><u>every machine<\/u><\/b> I have after restarting to complete this update. They all run Win 10 Enterprise. I don't have any special software running and I've never had such problems before. I got out of the fix by doing a system restore and I'm back at 17783.379 now. I tried an experiment or two. I tried the standalone windows catalog installer&#8230;.same thing. I tried also the installer for kb4493510 and strangely it said it was already installed (but its not&#8230;well not that I can see). Its all very odd.<\/p>\n<\/blockquote>\n<p>Woody Leonhard compiled the whole findings within <a href=\"https:\/\/www.computerworld.com\/article\/3387141\/reliable-reports-of-blue-screens-after-installing-this-weeks-win10-1809-patch-kb-4490481.html\" target=\"_blank\" rel=\"noopener noreferrer\">this article on Computer World<\/a>. He received another feedback on Twitter, where another user confirmed such a BSOD.  <\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"de\">\n<p lang=\"en\" dir=\"ltr\">This is what I got. April 2019<\/a><\/p><\/blockquote>\n<p><span id=\"preserve1d2f49bdff614b28a5fc6627368ebefb\" class=\"wlWriterPreserve\"><SCRIPT charset=\"utf-8\" src=\"https:\/\/platform.twitter.com\/widgets.js\" async><\/SCRIPT><\/span> <\/p>\n<p>Also within the askwoody.com forum comments <a href=\"https:\/\/www.askwoody.com\/forums\/topic\/reliable-reports-of-bluescreen-after-installing-win10-1809s-second-march-cumulative-update-kb-4490481\/#post-348824\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>, <a href=\"https:\/\/www.askwoody.com\/forums\/topic\/reliable-reports-of-bluescreen-after-installing-win10-1809s-second-march-cumulative-update-kb-4490481\/#post-348973\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a> and <a href=\"https:\/\/www.askwoody.com\/forums\/topic\/reliable-reports-of-bluescreen-after-installing-win10-1809s-second-march-cumulative-update-kb-4490481\/#post-349019\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a> confirms the BSOD.  <\/p>\n<h2>A possible explanation<\/h2>\n<p>Within the known issues section of update <a href=\"https:\/\/support.microsoft.com\/de-de\/help\/4490481\/windows-10-update-kb4490481\" target=\"_blank\" rel=\"noopener noreferrer\">KB4490481<\/a>, Microsoft mentions a BlueScreen condition caused by this update:<\/p>\n<ul>\n<li>If you enable End-User-Defined Characters (EUDCs) per font, the system will stop working and a blue screen will be displayed at startup. In regions other than Asia, this is not a common setting.\n<li>Microsoft writes about it: To avoid this problem, you should not enable EUDC per font. Alternatively, you can edit the registry to alleviate the problem. For more information, see <a href=\"https:\/\/support.microsoft.com\/de-de\/help\/4496149\" target=\"_blank\" rel=\"noopener noreferrer\">KB4496149<\/a>.<\/li>\n<\/ul>\n<p>However, all of the above mentioned locations for the BlueScreen are not Asian systems &#8211; the EUDC font should therefore not be activated.
