.NET Framework Update KB4049016 pulled?

Windows Update[German]Just a short note – I assume, that Microsoft has pulled .NET Framework Update KB4049016 for unknown reason.

Microsoft has released KB4049016 (November 2017 Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, and 4.7 updates for Windows 7 SP1 and Windows Server 2008 R2 SP1 (KB 4049016)) on November 14, 2017 (see my German blog post Weitere Updates zum Microsoft November 2017-Patchday). Within my blog post I mentioned, that some people are running in serious install issues.

Now I received a comment, claiming that Update KB4049016 is no longer available. I've searched Microsoft Update Catalog, and indeed, the update is gone. Also in Windows Update it isn't offered anymore. The KB article still doesn't mention that the update has been withdrawn. It seems also (I got some comments within my German blog), that the update is still available in WSUS.
