The updates refer to the installable MSI version of Office (click-to-run packages receive the updates through other channels). These non-safety relevant updates are documented on this website and in the linked KB articles. Here is the list of updates.
Office 2010
Update for Microsoft Outlook 2010 (KB4018314)
Note: This update has been released on February 26, 2018 (see Office 365 Client Update Channel Releases and more Updates) for Windows XP/Windows Server 2003 with Outlook 2010. I assume, that the kb article, that states, the fix is still for those Windows versions is simply wrong, because the update is offered as important for Windows 7 for instance.
