The information about the preview update can be found in the German blog in this comment. The comment here suggests that the update was installed automatically and without prompting.

Update KB4570723 for .NET Framework 3.5 und 4.8

Update KB4570723 is cumulative and is available for Windows 10 version 1903, Windows Server 1903, Windows 10 version 1909 and Windows Server version 1909. The package is designed to improve the reliability of .NET Framework 3.5 and 4.8.

  • Common Language Runtime (CLR): Addresses an issue in some 32 bit apps where, in certain scenarios, the JIT might omit a function call; Improved support for cleaning up private temporary certificate keys
  • Windows Presentation Foundation (WPF):  Addresses an issue with a null-reference crash in automation code, arising from re-entrancy when reconnection to a remote desktop.

The update is available via Windows Update as well as for manual download from the Microsoft Update Catalog.

It is not offered under WSUS – there a manual download and import is required. The update requires .NET Framework 3.5 or/and 4.8 to be installed and requires a reboot after installation.

Microsoft recommends using this update as part of regular maintenance routines. However, it is a preview update, which I would definitely suspend on production machines.
