Update KB4493132 is for the 'Windows 7 SP1 support notification' announcing the End of Support for this operating system. Microsoft says:
After 10 years of servicing, January 14, 2020, is the last day Microsoft will offer security updates for computers running Windows 7 SP1. This update enables reminders about Windows 7 end of support.
This update is available through Windows Update. If automatic updates are enabled, this update is automatically downloaded and installed. The update does not require any prerequisites or restart after installation.
If this update is installed, Windows 7 users should expect to see an end-of-support notification displayed on their Windows 7 PC from April 2019. According to Microsoft, users should see thisnag screen 'a handful of times' in 2019. I've had discussed more details within my blog post Microsoft announces Windows 7 End of Life. Microsoft also writes in the blog post that users can select an option for "Don't notify again" when viewing the first notification. Then Microsoft won't send any more reminders.

the KB4493132 update will not be offered or not work on certain Win7 editions that are volume licensed (Win7 enterprise & Win7 Pro VL). these editions will not be getting the EOL notifications
I've tried to install the update several times, it always fails, even downloaded the windows update tool however that couldn't help either.
I think you have vl edition.
