Windows 10 V1903: Update KB4497936 breaks Sandbox

[German]Windows 10 May 2019 Update (version 1903) comes with a sandbox. But this sandbox fails for many users with error 0x80070002 (a file could not be found).

Windows 10 Sandbox mode

Last year, in December, Microsoft introduced Windows Sandbox, an isolated, temporary, desktop environment where users can run untrusted software without the fear of lasting impact to the system. Any software installed in Windows Sandbox stays only in the sandbox and cannot affect the host. Once Windows Sandbox is closed, all the software with all its files and state are permanently deleted.

Windows Sandbox is part of Windows 10 Pro and Enterprise and may be installed as a feature. Every time Windows Sandbox runs, it's as clean as a brand-new installation of Windows. Windows Sandbox has been introduced in Windows 10 Pro or Enterprise Insider build 18305 or later – so it's also part of Windows 10 Mai 2019 Update (version 1903).

Windows Sandbox uses Hyper-V, which will be activated. So enabling the Sandbox mode will prevent VirtualBox and VMWare from running on the same computer.

Sandbox stalls with error 0x80070002

It has been an observation since April 2019 in Insider Preview builds, that the Windows Sandbox is broken. If foreign language packs are installed, Windows Sandbox terminates with error code 0x80070002 (ERROR_FILE_NOT_FOUND'). And since a few days, also many reports about this error occurs for Windows 10 V1903 final. Here is such a forum entry:

I have Virtualization enabled in Bios, enable Windows Sandbox on Windows Features, restart laptop.

Open Windows Sandbox, wait a little to open, then give me this error 0x80070002. Did a google search for the error but didn't found this error related to Windows Sandbox.

I'm using an Windows AMD64 Architecture, 12GB of RAM, Samsung SSD 860 Evo mSATA.

In German forums, many people are reporting this error with Windows 10 version 1903 (see here and here). Also reddit.com has a thread here.

A web search will guide users probably to bullshit sites like this site, promising a fix. It's just a fake, to offer auto repair tools to non experienced users. Keep your fingers away from such tools and sites.

The background for the error message is probably a missing language file referenced within a language pack. Microsoft confirmed this error within it's Windows 10 version 1903 status page in the Known issues section.

Windows Sandbox may fail to start with error code "0x80070002"

Windows Sandbox may fail to start with "ERROR_FILE_NOT_FOUND (0x80070002)" on devices in which the operating system language is changed during the update process when installing Windows 10, version 1903.

Affected clients are Windows 10, version 1903. The error has been introduced with Windows 10 Insider Preview Update KB4497936. Microsoft is working on a resolution and estimate a solution will be available in late June.

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Policies\Microsoft\FVE\FDVDenyWriteAccess

    Delete or set that to zero.. Try launching right away. If you have a policy overwriting that setting that then look into why.
