Update KB4520062 was released on October 15, 2019 as optional for Windows 10 Version 1809 (see Windows 10 Updates (10/15/2019)). On October 18, 2019 Microsoft has revised the support article for this update and confirmed another issue with Windows Defender ATP.

After installing this update, the Microsoft Defender Advanced Threat Protection (ATP) service might stop running and might fail to send reporting data. You might also receive a 0xc0000409 error in Event Viewer in MsSense.exe.

Microsoft is working on a solution and estimates that a solution will be available in mid-November 2019. Microsoft recommends that affected administrators do not install the update on their devices in an affected environment.

Note: The issue doesn't affects Windows Defender, which is poart of all Windows 10 systems. The issue occurs only with Windows Defender Advanced Thread Protection (ATP). This is an additional solution for enterprise environments, that may be booked in several Windows subscription plans.
