Is the Microsoft 365 email quarantine broken?

Mail[German]A quick question for Microsoft 365 administrators with Exchange Online tenants. A reader is struggling with the problem that mails are sorted into quarantine at his customers and asks whether this function is broken (presumably already since January 5, 2024).

I'll simply pass on the text from the reader that reached me on January 8. The reader is an administrator and was told by a user that he was unable to approve emails. Here is the text:

I have just received a ticket from one of my sheep about the online Exchange quarantine.

He could not release any emails because none are loaded. I thought the user was probably doing something wrong. Unfortunately not:

No emails are actually being loaded. The problem seems to have been occurring since Friday (05.01) or longer, as another ticket from another user indicates this.

Unfortunately, none of our colleagues who also have customers using MS365 have contacted us to confirm the issue. There is also no direct reference to the problem in the service status or in the MS message center.

The reader said: "Perhaps you could post the whole thing on your blog. I myself often only look at your blog when I come across a previously unknown phenomenon, and it has helped me on one or two occasions. It's been a few days now, but I'd still like to know if anyone from the readership has come across anything similar.

After I've published the German edition of this blog post, I received feedback from several readers, that they are facing similar issues from time to time. Has somebody observed a similar behavior?
