Windows 10: Taskbar and desktop constantly refreshing

Some users are facing a strange behavior after upgrading their system to Windows 10: After login the desktop and the taskbar are refreshing constantly.

This is caused by installed third party software that is forcing a refresh. The issues has been discussed within this MS Answers forum thread. Here are some software that is causing this issue

  • iCloud Photos 
  • Bitdefender 2015 (Total Security) 

I remember also that third party AV programs from Symantec and Kasperky are also causing this issue. If you are hit by this issue, try to uninstall the software. If that helps, check for updated program versions.

    I converted to W10 over a year ago and for many months I had this annoying refresh going on. Then it went away later in 2016 (presumably a Win update) and for months I started to be happy with W10. Now the refresh thing is back.

    What gives, MSoft. Very very annoying. It refreshes in the middle of typing.

      Just to add. I have not got the software mentioned above, and have not installed anything prior to this annoying return of this refresh.

      It is obviously a W10 bug.
