According to Windows Central, Microsoft's "Home Hub" is software based as an additional feature coming for Windows 10 PCs (mainly All-In-Ones and 2-in-1 systems  with touch screens, but also available on desktop PSs). Home Hub shall do everything the Amazon Echo and Google Home devices can.

Sources, cited from Windows Central, suggested, that Home Hub runs as a separate account 'always logged in' for all family members. So each user of a PC can see calendar appointments, notifications and app status (mails for instance) dedicated to all family members.

Windows Central has created a kind of "case study" for the "Home Hub" Welcome screen shown above. Beside the calendar appointments shown for the family, some apps for common use and also the Start button will be shown. Also Cortana will be available within "Home Hub" to control apps and also smart home devices. The Cortana icon is slightly different from the icon used within an ordinary user accound – and the internal name for this feature is "FamTana" (Family Cortana). Further details may be read within this Windows Central article.
