Windows 10 Update KB3213986 kills system restore

Microsoft's cumulative January 2017 update KB3213986 seems to cause a serious issue in Windows 10 Anniversary Update. After installing this update, system restore fails with error 0x80070091.

Windows 10: Insider Preview Build 15042 ISO available

[German]Microsoft has released Windows 10 Build 15042 Insider Preview for PC last Friday in Fast Ring (see Windows 10 Insider Preview Build 15042/43 for PC and Mobile). Now they offering the 32 and 64 ISO install images for download.
