Windows 10 Creators Update is now available for ordinary Windows 10 users. In case, you miss this feature upgrade in Windows Update, a missing patch may be the cause.

Microsoft decided to rollout Windows 10 Creators Update in waves. Some machines will receive this feature upgrade, due to compatibility issues, at a later date. But if your machine is ready to install Creators Update, and if the feature upgrade isn't shown within Windows Update, a missing update may the cause.
Microsoft requires update KB 4013214 An update to install the Upgrade and Privacy Experience (UPX) is available, before the feature upgrade to Windows 10 Version 1703 will be offered. Microsoft wrote:
As part of Microsoft's continuing commitment to your privacy with Windows 10, Windows Update KB4013214 prepares your device for the Windows 10 Creators Update by installing the Upgrade and Privacy Experience (UPX).
This update is required before Windows Update will download and install the Windows 10 Creators Update.
In case you don't receive this update, it seems, that your machine isn't compatible or isn't scheduled in the current update wave. Then you can upgrade manually to Creators Update (see Installing Windows 10 Creators Update via Upgrade Wizard).
