The issues ist confirmed on the Release Health Status page for Windows 10 20H2-22H2 in the post Your desktop or taskbar might momentarily disappear or might become unresponsive. Microsoft writes about this on November 16, 2022:
You may experience an error where the desktop or taskbar momentarily disappears or your device becomes unresponsive.
and states that this was caused by the update KB5016688 from August 26, 2022. That's the preview update for the Windows 10 versions mentioned, whose fixes were then regularly included in the cumulative security updates rolled out starting in September 2022. By now, therefore, all Windows 10 systems should have received this erroneous fix.
Affected users can try to restart the Windows 10 computer when the error occurs. To address the issue, Microsoft is providing a fix via Known Issue Rollback (KIR). On end-user devices, this fix will roll out automatically, though it may take up to 24 hours for the fix to automatically roll out to consumer devices and unmanaged enterprise devices. Rebooting your Windows device may help the fix apply to your device more quickly.
In contrast, in enterprise environments with managed Windows 10 clients, administrators must install and configure a special group policy. Administrators can find the special group policy after installation at.
Computer Configuration -> Management Templates -> <group policy name>
The required group policy can be downloaded from the following Microsoft URLs.
