Windows 10 Update KB5031356 fails with error 0x8007000D

Windows[German]The security update KB5031356 released on October 10, 2023 for Windows 10 22H2 fails with installation error 0x8007000D for some users. Microsoft has admitted the issue as of October 13, 2023 and is rolling back the flawed component on consumer devices and unmanaged systems via KIR.

Windows 10 Update KB5031356

Cumulative update KB5031356 released for Windows 10 versions 21H1 – 22H2 by October 10, 2023. For 21H2, only the Enterprise variant will get the update. The update only contains security fixes, but no new operating system features. I had reported about it in the blog post Patchday: Windows 10 Updates (Oktober 10, 2023).

The installation error 0x8007000D

Shortly after the security update was released, a user contacted the Microsoft Answers forum and reported the 0x8007000D error.

Hi, I am unable to install latest Windows 10 22H2 Cumulative Update, with the error 0x8007000D. I have tried downloading the KB from Microsoft Update Catalog and run manually but I am getting this error as well. Has anyone else faced this issue and does anyone have a solution for this?

Microsoft's fix via KIR

Microsoft has admitted the issue with the October 13, 2023 update in the Windows 10 Health status page in the post The October 2023 security update might fail to install. It says Microsoft has received reports of an issue where Windows update KB5031356 cannot be installed. Devices may initially show progress, but then fail to complete the installation, Microsoft says.

According to Microsoft, the most common error is 8007000D (ERROR_INVALID_DATA). This error is displayed in the Windows Update view under System Settings by selecting the Update history entry.

This issue is fixed with Known Issue Rollback (KIR), which means Microsoft rolls back the faulty component via KIR. It may take up to 48 hours for the fix to automatically roll out to end-user devices and unmanaged enterprise devices. This should have been done by now. No fix for managed systems?

What is currently unclear to me is how the problem should be solved in managed enterprise environments. There, KIR would have to be enabled via group policy (afaik), but as far as I have seen, its download is not offered nor mentioned.

Addendum: I had raised the missing ADMX files or their MSI installer for managed environments in the US MS Answers forum and escalated my post to the Microsoft moderators with a request to inform the product group. According to a comment from German reader M.M. (thanks for that), Microsoft has now added the download and hints for managed environments as of October 17, 2023.
