Windows 11: Microsoft fixes bug with Photos app not starting (July 17, 2024)

Windows[German]Microsoft has released a fix for a bug that prevents the Photos app from launching on Windows 11 22H2 and 23H2. The problem can occur in certain scenarios under which the app was installed. The bug was only confirmed at the end of June 2024 and could previously only be circumvented with a workaround. Since July 17, there has been a fix in the form of an app update.

Bug prevents the Photos app from starting

Users who updated the Microsoft Photos app from the Windows Store on or after June 4, 2024 (version 2024.11050.29009.0 and higher) may experience problems launching the application. Microsoft had confirmed the problem as of June 26, 2024 – I addressed it in the blog post Microsoft's fixes for various Windows bugs (July 2024).

The error causes a spinning circle, that may then be displayed and disappears after a few seconds. But the Photos app will not start. If you use the Procmon monitoring tool, you will see an "Access denied" error when exiting the process ("Exit Status: -2147024891") of the Photos app.

Condition for the bug

According to Microsoft, this issue will most likely only occur if either the Prevent non-admin users from installing packaged Windows apps policy has been configured, or the corresponding Configuration Service Provider (CSP) policy, BlockNonAdminUserInstall, is enabled.

Therefore, users of Windows 11 Home Edition should probably not have this problem, as the policies that can cause this problem are not applied there. Microsoft had suggested a workaround using the WInAppSDK in the support article Photos app might fail to start when BlockNonAdminUserInstall is enabled at the end of June 2024.

Final bug fix: Update the app

As of June 17, 2024, Microsoft states in the support article Photos app might fail to start when BlockNonAdminUserInstall is enabled of the Windows 11 Health Status Dashboard that the problem has been fixed. It states that this issue has been fixed with an updated Photos app (version 2024.11070.15005.0 and newer). The app was released in the Microsoft Store on July 17, 2024.

According to Microsoft, Windows devices should automatically download the updated Photos app "over the next few weeks" without users or administrators having to intervene.
