The information can be found in the support article January 18, 2025—KB5052819 (OS Build 20348.3095) Out-of-band, where the update for Windows Server 2022 was announced. This non-security update contains quality improvements, which Microsoft describes as follows.

[Non-uniform memory access (NUMA) nodes] Fixed: Some servers that have two or more NUMA nodes fail to start up.

The bug described above, which can lead to start-up problems in systems with two or more NUMA nodes, is therefore fixed.

Non-Uniform Memory Access or NUMA for short is a computer working memory architecture for multiprocessor systems in which each processor has its own "local" working memory, but grants other processors "direct" access to it via a common address space (Distributed Shared Memory). The memory access times for a CPU in such a network therefore depend on whether a memory address is located in the CPU's own "local" memory or in the "external" memory (of another CPU).
