Windows 11 24H2-25H2: Out-of-band Recovery Update KB5070762

Windows[German]Microsoft has released an out-of-band recovery update KB5070762 for Windows 11 24H2 and Windows 25H2 on October 20, 2025. This update is intended to update the Win PE environment and fix the issue caused by the October 2025 patch day, where USB keyboards and mice no longer respond in Win RE.

The Win RE USB problem

A bug crept in with the installation of the dynamic security update KB5067039 (see Windows 10/11 Recovery Updates (Oct. 14, 2025). If Win RE (which stands for Windows Repair Environment) was called up after installing the update, USB keyboards and USB mice could no longer be used in Windows 11 24-H2 – 25H2 and Windows Server 2025.

On October 17, 2025, Microsoft confirmed this bug in the Known Issues section of the Windows 11 25H2 Release Health Status page in the support article USB mouse and keyboard not working in the Windows Recovery Environment (WinRE) (see Windows 10/11: USB keyboard/mouse doesn't work properly in WinRE).

Initial fix for the USB issue

I already reported in the blog post Windows 11 24H2-25H2: Out-of-Band-Update KB5070773 fixes USB keyboard and mouse issues in WinRE that there is an out-of-band update that should fix the issues with USB keyboards and mice in Win RE.

The problem is caused by SafeOS update KB5067039

In this blog post, however, I also explained that the actual problem was not caused by the regular security updates from October 14, 2025 (as claimed by Microsoft in its support posts).

Instead, the faulty version 10.0.26100.6891 of the USBHUB3.SYS driver was installed on the system with the SafeOS update KB5067039 on October 14, 2025. This causes USB devices such as mice and keyboards to no longer work in Win RE. The source of this information is this Japanese post.

Windows 11 Safe OS Dynamic Update KB5070762

On October 20, 2025, Microsoft also released an out-of-band Safe OS Dynamic Update KB5070762 (via). This out-of-band update improves the Windows Recovery Environment (WinRE) in Windows 11, version 24H2, Windows 11, version 25H2, and Windows Server 2025.

This fixes the USB problem described above, which prevents navigation in the WinRE recovery options. The update is distributed automatically via Windows Update, but can also be downloaded from the Microsoft Update Catalog and installed manually. Bolko points out in this comment that the patch level in the out-of-band Safe OS Dynamic Update KB5070762 is higher than in the out-of-band update KB5070773.
