Windows Updates fixes printer bug (Oct. 3, 2019)

Windows Update[German]Microsoft has released on  October 3, 2019, a bunch of updates for Windows 7 to Windows 10 and their server counterparts. These are intended to solve the problem with printers that has occurred since the end of September 2019.

The printer problem in Windows

In all Windows versions, printing problems could occur after the installation of the updates released at the end of September 2019 (IE, Windows). The Print Spooler service cause issues when completing a print job on the affected systems and crashed. The print job was canceled or failed. Also, applications could close or fail because the print spooler failed. I had mentioned the error in more detail in the blog in various articles. Later, Microsoft confirmed that the error could actually occur in all versions of Windows. I mentioned this in the blog post Windows: Printer issues after Sept. 2019 Update confirmed.

Bug fix update for printer issues and more

Effective October 3, 2019, Microsoft has released updates for Windows other than the KB4524135 Cumulative Update for Internet Explorer (see Internet Explorer: Cumulative Update KB4524135 (10/03/2019)). Blog reader EP has pointed this out to me here.

Update-Note

For all Windows updates, the support articles contain a yellow background indicating that this is a required security update to close the CVE-2019-1367 vulnerability reported on Sept. 23, 2019 (see screenshot above and following text).

IMPORTANT This is a required security update that expands the out-of-band update dated September 23, 2019. This security update includes the Internet Explorer scripting engine security vulnerability (CVE-2019-1367) mitigation and corrects a recent printing issue some users have experienced. Customers using Windows Update or Windows Server Update Services (WSUS) will be offered this update automatically. To help secure your devices, we recommend that you install this update as soon as a possible and restart your PC to fully apply the mitigations. Like all cumulative updates, this update supersedes any preceding update.

Note This update does not replace the upcoming October 2019 monthly update, which is scheduled to release on October 8, 2019.

The following updates do not replace the security updates scheduled for the upcoming patchday. Microsoft always provides the same fixes for these updates:

  • The sporadic printer problem (see Windows: Printer issues after Sept. 2019 Update confirmed) is to be resolved with this update.
  • Fixes a problem that could cause an error when installing Features On Demand (FOD), such as .Net 3.5. The error is: "The changes could not be completed. Please restart your computer and try again. Error code: 0x800f0950."

However, I have already noticed messages where the printer issue has not been fixed. Then the September 2019 updates causing the issue should be uninstalled. One German user mentioned, that re-installing the printer driver fixed the printer issues. Microsoft released the following updates for the Windows versions listed below on October 3, 2019.

  • KB4524147: Cumulative update for Windows 10 version 1903 and Windows Server 1903, which raises the OS build to 18362.388.
  • KB4524148: Cumulative update for Windows 10 version 1809, Windows Server 1809, and Windows Server 2019 which raises the OS build to 17763.775. The Servicing Stack Update (SSU) KB4512577 has also been released.
  • KB4524149: Cumulative update for Windows 10 version 1803, which raises the OS build to 17134.1040.
    KB4524150: Cumulative update for Windows 10 version 1709, which raises the OS build to 16299.1421.
  • KB4524151: Cumulative update for Windows 10 version 1703, which raises the OS build to 15063.2079.
  • KB4524152: Cumulative update for Windows 10 version 1607 and Windows Server 2016, , which raises the OS build to 14393.3243.
  • KB4524153: Cumulative update for Windows 10 version 1507 (RTM), which raises the OS build to 0240.18335.
  • KB4524156: Monthly Rollup for Windows 8.1 and Windows Server 2012 R2
  • KB4524157: Monthly Rollup for Windows 7 Service Pack 1 and Windows Server 2008 R2 Service Pack 1

For Windows Server 2008 I didn't find an update for October 3, 2019. Addendum: For Windows Server 2008 update KB4524135 was released on October 3, 2019 for Internet Explorer.

Please note that older Windows 10 systems prior to version 1803 are only supported in the Enterprise version (also LTSC). Details about the updates and known problems can be found in the linked KB articles.

    I actually had to uninstall 4524147 to get printing working even though that was supposed to actually fix the problem.

      what kind of printer are you using, Steve?

      perhaps update the printer drivers if you are not using the latest versions. if you are using the latest printer drivers, try uninstalling and then re-installing them.

    The new new fix for the print spooler problem issued 10/3/19 did not fix the print spooler problem for us. Hitting "Print" causes MS Word (Office 365) files to disappear from the screen; Word closes and then reappears on the screen; MS Excel (Office 365) files generate a message that there's a printing problem and a separate messages with bullets saying it could be be the patch cords, could be the memory, could be network connections. HP software can print test sheets and diagnostic reports from the LED panel on our HP OfficeJet Pro 8710 and from the desktop. (Hours and hours and hours spent troubleshooting this week before I caught up with reports about the pervasive problems with the Win10 updates. )

      perhaps try uninstalling and re-installing the printer drivers for the HP 8710 printer.

        That will not work, only uninstalling KB4524147/KB4524148 fixes this problem. Especially Kyocera drivers didn't work after these updates, even with the latest driver. I hope Kyocera and/or Microsoft will fix this asap.

          Even uninstalling the update doesn't fix. I had to install using the 8600 print drivers. What a pain! Hours and hours on a printer driver. Not Happy! Once the windows update is removed the driver will not see the printer on the network. Basically manually installed and changed the driver to the 8600. If anyone knows a real solution please post here. We had this on a HP 7720 as well.

            I just got a Feedback from a German reader, that he was facing printer issues for the first time, after he installed October 8, 2019 Windows update (which update he didn't mentioned). Addendum: The user told me, that the firewall suddenly blocked his Wi-Fi printer – that was the root cause for the issue.

    Using a hp 8740, 5 computers connected and each one stopped working after the update was applied after a restart. Tried all mentioned fixes and nothing works.

    SBS 2011 Remote Access (RDP) does not work after this crap update. And yes I know SBS is EOL in January 2020, but we have just October 2019

        Event ID 7024 and error %%2284126209
        I've uninstalling the update but same error.

    Having the same issue at my work station. I will uninstall the aforementioned KB4524147/KB4524148 tomorrow to check status again. Most certainly MS update related.

    I have seen this issue now on hundreds of random machines with different printers. Work around I have found is go into the v4 folder in the windows\spool folder and delete all contents WHEN the spool service is not running. Its probably no running anyways because that is usually issue #1. Then after you delete all content, start the service and make sure it stays running. Then goto your printers and open everyone of them, if some say no driver found, don't bother installing again WITHOUT first deleting the printer with the issue. It's about 50/50 which ones work and don't.

    I went nutz Monday trying to print PDF documents, as everything just dropped off without any reason or notice….nuthin.
    I could not re-install the printer drivers….again nuthing seemed to be happening or working.
    Any attempt to print documents with Google just dissappeared….nuthing….nada.
    Oddly enough..the only way I could print PDF's was to open them in Microsoft Edge.
    I rembered the update that was forced on my system Friday, so I looked for the Restore Point dated 10.03.19 and did a restore.
    The restore was still running when I left for the day, after watching it clock for 2 hours, so I wasnt sure that my computer would be working when I came back in on Monday.
    Surprisingly my computer was restored to the selected restore point, and is working again.
    Removing the update from 10.03.19 completely resolved the issue.
    I hope this isnt the start of being forced over to Microsoft Edge, as that is the only way that my partner can currently print anything from his computer.

    The KB4519338 update is for Windows 10 v1809 only, Tobadiah.
    For those using Windows 10 v1903, get the KB4517389 update instead.
    Any recent update released on Tuesday Oct. 8 will fix the printing problems for many different Windows versions

    Well we had a lot of customers affected and we have what looks to work for card printers which was our main problem

    It seems to affect USB connected device more so than network connected

    1. In Printer Properties – Advanced, set it to "Print directly to the printer" (This does not then spool the print)
    2. In Printer Properties – Security, give all entries full permissions to do everything

    Windows gets regular updates & on those updates, previous bugs & glitches get fixed. I'm not surprised by how printer bug gets fixed by windows update as that's what updates are for. I would suggest everyone to always use an updated version of windows to avoid any bug.

      That suggestion isn't helpful at all – it's a commonplace. The newest Windows versions and latest updates often causes more issues than they fixes – from my view.

    We have an issue here where users connecting via RDP either from office to office across the LAN / WAN or via Palo Alto Global Protect into the network whereas RDP sessions randomly drop. Running Windows 1709, 1809 and 1909 the results are the same. If you connect 1709 to 1709 or to the new versions and vice versa or mixed or whatever, the connection stays for maybe 10 min to 2 hours and then drops. Any suggestions are welcomed as this is killing my end users that RDP quite frequently.

    Following December 2019 updates managing devices and printers would lock up, no application could print – just got an app is not responding msg, and Excel wouldn't open files (about the point it usually loads the printer). Everything else worked properly.
    Problem stayed about two weeks and then disappeared – all print related problems vanished and everything worked.
    Then a couple of weeks later the same problems re-appeared simply to vanish again after ten days. Currently everything is working fine.
    Using Windows 8.1, Office 2013 & an HP 1102W printer plus Dragon dictation. I'm loth to fix whilst it's not broken but does anyone have thoughts please?

    Before this update, I was facing some problem with my printer and I thought it may be the problem of my printer. But after the bug fixing, I update my windows. now it works smoothly.
