[German]A few days ago Microsoft re-released some cumulative updates for Windows 10 (see my blog post Windows 10: Updates KB4458469, KB4457136 (09/26/2018)) and explains that something has been missing in the first release. Today Microsoft has re-released again a massive batch of features updates for Windows 10 (V1703 – 1803, as 'new updates'. These updates has been synchronized in WSUS on September 28, 2015. Here are details and some explantion.

The WSUS September 2018 sync issues
Within the last weeks, administrators observed massive issues with sync failures in WSUS (see links on the end of this article). It seems that there is something broken at Microsoft's side. Some users told me, that WSUS is able to sync a few days, and then they observed massive sync failures.

Microsoft already has re-released some Office updates for September 2018, to fix some WSUS sync issue. Maybe that's also an explanation for the next wave of massive re-releases of feature updates?
Windows 10 feature updates re-released
I've been notified by several German blog readers, that WSUS has synchronized this night (September 28, 2018) a huge amount of 35 feature updates. Here is a list from German blog reader Markus K., what has been synchronized again on his WSUS.

No explanation for this re-release so far, as I know. Also note, that end of life (EOL) for Windows 10 V1703 for Home and Pro ist October 9, 2018. Only Enterprise and Education editions has end of service schedules for October 9, 2019.
German blog reader Timo informed me via mail, that his WSUS received also Windows updates to upgrade to Windows 10. The screenshot below not only contains Windows 10 feature upgrades, there are also updates for Windows 7 and Windows 8.1 to upgrade to Windows 10 V1703, V1709 and V1803.
Timo told me also, that Microsoft offered an 32 bit upgrade for 64 bit systems (see the last entry within the screenshot above). According to Timo, they have only two or three 32 bit systems in use, but this update was also foreseen for 64 bit devices – and the link for 32/64 bit updates points to the same URL. And Timo mentioned, that the feature update for Windows 10 V1803 (KB3012973) is new, release date is September 27, 2018.
Addendum: An Explanation from Microsoft
After I posted the German article, a reader posted a comment with a link to Microsoft's article Reduced Windows 10 package size downloads for x64 systems, just published a fews hours ago. This article explains what's happened.
On Thursday, September 27th, 2018 at 10:00 a.m. PT, commercial customers using Windows Server Update Services (WSUS) or connected to System Center Configuration Manager will see a new feature update available for Windows 10, versions 1703, 1709, and 1803. This new update is the result of listening to feedback from commercial customers like you, who want smaller packages for download from Microsoft to distribution and deployment systems.
Sounds logical, the optimized package size is set for October 2018 and therefore the updates for WSUS and SCCM will be released. The article also provides explanations for the curiosities raised in the following section, such as 32-bit updates for 64-bit Windows 10.
