A brief information for people downloading the Windows Assessment and Deployment Kit (Windows ADK) for Windows 10 V1809. This version of ADK no longer includes a Windows PE environment.

If you want to use the Windows PE environment to create boot media or similar, you have to download it separately. I became aware of this fact by this thread.
