Windows 11 22H2 / 23H2: Update KB5058405 causes BSOD 0xc0000098

Windows[German]Another addendum from the May 2025 patchday. The update KB5058405 rolled out on May 13, 2025 for Windows 11 22H2 / 23H2 leads to a blue screen with the error code 0xc0000098 on some systems. The system hangs in recovery mode because the ACPI.sys is causing problems and then wants to be repaired. There has been an out-of-band update since May 31, 2025 to fix the problem.

Windows 11 22H2 / 23H2 Update KB5058405

Cumulative Update KB5058405 for Windows 11 22H2-23H2 from May 13, 2025 contains quality improvements and security patches (see Microsoft Security Update Summary (April 8, 2025)). It fixes some problems described in the article Patchday: Windows 10/11 Updates (April 8, 2025).

Update KB5058405 causes BSOD 0xc0000098

As early as May 28, 2025, Microsoft published the support article KB5058405 might fail to install with recovery error 0xc0000098 in ACPI.sys in the Known Issues section of the Windows Release Health Dashboard. It says that Windows 11 22H2 and 23H2 may fail to boot after installing update KB5058405 and exit with error 0xc0000098 in ACPI.sys.

At least Microsoft writes that they are aware of a problem with the installation of the Windows security update from May (KB5058405). On some devices with Windows 11 version 22H2 and 23H2, the following recovery error may occur during the update installation:

Your PC/Device needs to be repaired
The operating system couldn't be loaded because a required file is missing or contains errors.
File: ACPI.sys
Error code: 0xc0000098

There are also reports of the same error occurring with a different file name. The ACPI.sys (Advanced Configuration and Power Interface) file is an important Windows system driver that Windows uses to manage hardware resources and power status.

The bug is probably not widespread, Microsoft writes something about a small number of physical devices that are affected. The bug mainly occurs in virtual environments with:

  • Azure Virtual Machines
  • Azure Virtual Desktop
  • Local virtual machines hosted on Citrix or Hyper-V

According to Microsoft, private users of Windows 11 Home or Pro editions are probably not affected by this problem (due to the lack of VMs). For Azure customers who have already installed the update and are experiencing issues, Microsoft recommends following the repair steps described in the article Repair a Windows VM using Azure Virtual Machine repair commands. The Microsoft developers wanted to release an out-of-band update.

Windows 11 Out-of-Band-Update KB5062170

While the Microsoft support post does not yet contain any information about the fix, I came across this thread in the Eleven forum. There, the out-of-band update KB5062170 is announced as available for Windows 11 22H2 – 23H2 on May 31, 2025.

This update fixes an issue where a recovery error with error code 0xc0000098 occurred during the installation of the May 2025 Windows Security Update (KB5058405) for Windows 11 22H2 and 23H2. This update will not be installed on systems that have successfully applied KB5058405.

This out-of-band (OOB) update contains all the improvements and fixes from the May 2025m KB5058502 update as well as a fix for this specific issue. As this is a cumulative update, no previous updates need to be installed. This update does not contain any new security updates beyond those contained in the May 2025 Windows Security Update. A device restart is required to install this OOB update.
