[German]Microsoft has fixed some annoying bugs in Windows 10 and Windows 11 in recent weeks (since the release of the preview updates at the end of June 2024) (these fixes can be found on this Microsoft website). The problem of jumping desktop icons has supposedly been fixed. A problem in the Windows 11 Update API has also been fixed. Microsoft has also fixed problems with the taskbar in Windows 11 and a bug that triggered restarts. Here is a summary of the fixes that were classified as fixed on July 9, 2024 or as "Mitigated" on July 12, 2024.

Windows 10/11: Jumping desktop icons fixed
Windows systems with multiple monitors could experience issues with desktop icons moving unexpectedly between monitors or other issues with icon alignment on the desktop. This affects Windows 11 22H2 – 23H2 as well as Windows 10 version 22H2 and is related to Copilot, which can be used in Windows as a preview. I pointed this out at an early stage – and as Copilot is not yet being rolled out as standard in the EU, this is not a major issue for our readership.
But in the Release Health dashboard of Windows 10 22H2, the entry Desktop icons might move unexpectedly between monitors has been available since June 28, 2024, where Microsoft comments on the above problem. Microsoft had therefore not delivered the copilot on such devices and also set up an upgrade lock on Windows 11, version 23H2.
This issue has been fixed on the service page for Windows 11 version 22H2 – 23H2 with updates released on January 9, 2024 or later. Copilot for Windows should now be available for unmanaged consumer Windows devices that have no other compatibility lock-in. In the EU, however, Copilot is on hold during the rollout. The above-mentioned security lock was lifted on February 7, 2024. Eligible Windows 10 and Windows 11 devices without other protections should now be able to update to Windows 11, version 23H2.
For Windows 10, the copilot (outside the EU) will be introduced gradually. The preview updates of June 25, 2024 and subsequent updates should have fixed the problem of jumping icons despite CoPilot being enabled.
Fixes for Windows 11 22H2-23H2

Photos app cannot start
Users who updated the Microsoft Photos app from the Windows Store on or after June 4, 2024 (version 2024.11050.29009.0 and later) may experience issues launching the application. A spinning circle may then be displayed, which then disappears. Under the Procmon monitoring tool, an "Access denied" error is displayed when exiting the process ("Exit Status: -2147024891").
This issue is most likely to occur if you have either the Prevent non-admin users from installing packaged Windows apps policy or the corresponding Configuration Service Provider (CSP) policy, BlockNonAdminUserInstall, enabled.
Windows Home Edition users are unlikely to experience this issue as the policies that can cause this problem are less likely to be applied in home environments. Microsoft is actively working on a solution and suggests in the support article Photos app might fail to start when BlockNonAdminUserInstall is enabled a workaround using the WInAppSDK.
Windows Update API interferes with app updates
With the preview update KB5039302 from June 25, 2024 (see Windows 11 23H2/22H2: Preview Update KB5039302 (June 25, 2024)) and later updates, you may experience issues when using the Windows Update Agent API (WUA) from your script (PowerShell, VBScript, etc.) to check for Windows updates. Due to this issue, you may receive an empty result when querying the properties of IUpdate objects in the IUpdateCollection and the error code 0x8002802B (TYPE_E_ELEMENTNOTFOUND) when calling methods on the object from your script.
Microsoft has confirmed the issue in the support article The June 2024 preview update might impact applications using Windows Update APIs. Enterprises that use automatic Windows updates are not affected by this problem. Home users of Windows using the Home or Pro editions are probably not affected by this issue either, as their devices are managed with the automatic Windows updates where this issue does not occur. Also supports my theory on the Office Click2Run update issues mentioned above.
This issue is being fixed by Microsoft through the Known Issue Rollback (KIR). IT administrators can fix this issue by installing and configuring the special group policy listed in the support article.
Taskbar no longer loads after July 2024 preview updates
The preview update KB5039302 from June 25, 2024 (see Windows 11 23H2/22H2: Preview Update KB5039302 (June 25, 2024)) may cause problems with the taskbar. The taskbar can no longer be displayed or used after logging in. Other applications such as File Explorer, Desktop and Settings will continue to work. However, according to Microsoft, this only affects systems with Windows 11 N editions, as confirmed in the support article Taskbar might not load after installing the June 2024 preview update. The July 2024 update KB5040442 fixes this error.
Preview update KB503930 no longer allows devices to start
According to the support article The June non-security preview update might cause devices to restart repeatedly, preview update KB5039302 from June 26, 2024 causes some devices to stop booting. Affected systems may restart repeatedly and require recovery operations to restore normal use.
The bug mostly affects virtual machines set up under CloudPC, DevBox, Azure Virtual Desktop. Microsoft's developers are currently investigating the exact conditions under which this problem may occur.
The deployment of this update was interrupted for a few days, but has been resumed for most devices. The update is now only available for devices affected by the issue. As a result, this update may not be offered for Hyper-V virtual machines running on hosts with certain processor types. This issue was fixed on July 9, 2024 with update KB5040442 (and subsequent updates).
