IIS web server stopped after Update KB4338818

Windows Update[German]Just a brief information, maybe somebody is affected too. It seems that Microsoft’s updates (especially KB4338818) not only causes network issues, but also cause problems with the Internet Information Services IIS web server.

I got this comment to blog post Network issues with Updates KB4088875 / KB4088878. A user writes:

Hi Guys,

After those recent updates, web servers are also not functioning well. When restarting a server under IIS, the server refuses to start again unless you do a reboot. Also all our custom services listening to a socket refuse to restart.

Is anyone also having these issues? For a quick troubleshooting, I uninstalled KB4338818 and issue went away.

The comment was posted to my March 2018 article. But the user obviously addresses the July 2018 updates. The user writes that he had to uninstall the KB4338818 update (July 10, 2018, Monthly Quality Rollup for Windows 7 SP1 and Windows Server 2008 R2 SP1) to resolve the issues. I’ve mentioned this update, which causes issues, within the articles below. Anyone else who has encountered problems with IIS in connection with update KB4338818?

Addendum: I got a comment within my German blog post, that also Apache services are stopped.

Addendum: Microsoft provides updates

Microsoft released revised updates for Windows 7/8.1/10 and the server pendants on July 16, 2018. See also my blog posts Windows 7/8.1: Revised Updates July 16, 2018 and Windows 10: Update revisions July 16, 2018. Here are the fixes:

  • KB4345459: Improvements and fixes – Windows 7 Service Pack 1 and Windows Server 2008 R2 Service Pack 1,
  • KB4345424: Improvements and fixes – Windows 8.1 and Server 2012 R2
  • KB4345418: Kumulatives Update für Windows Server 2016

With these updates Microsoft also fixes the issue, which is described as follows:

Addresses an issue that occurs when an administrator tries to stop the World Wide Web Publishing Service (W3SVC). The W3SVC remains in a “stopping” state, but cannot fully stop or it cannot be restarted.

The problem described above should be solved after installing the above updates on the respective machines. Can anyone confirm that?

    We have problem with work Mdaemon and http://ftp.exe
    cannot stop or kill process, only reboot solved problem.

    Uninstall KB4338818 solved issue.

    MAJOR issues after updates on July 16 on Server 2012 R2

    IIS would not restart unless the server was completely rebooted. IISRESET would fail.

    For me, it was either KB4340558 or KB4338815 that was installed when the problem began. Not sure; I uninstalled both for now and disabled auto updating.

    FRUSTRATING! I lost 8 hours of Ecommerce sales due to this!!
