I don't use SCCM and WSUS, so I like to thank Crysta T. Lacey for the following tweet informing about the issue.

Hotfix KB4465865 for SCCM

Within the document Software updates do not download in Configuration Manager environment if WSUS is disconnected (KB4465865) describes the problem that affects System Center Configuration Manager (SCCM Current Branch – version 1806) and Windows Server Update Services (WSUS).

What's the problem?

After updating to the current branch of the System Center Configuration Manager, version 1806, software updates are not downloaded. However, this error occurs only in environments that use Windows Server Update Services (WSUS) on an unconnected air-gapped network.

  • The reason is probably that a change was introduced in version 1806 so that Configuration Manager always searches for CAB files for the express installation that are not present by default in an unconnected WSUS scenario.
  • Any software update (including non-Windows 10 updates) that contains express installation files will then attempt to download them. The download attempt occurs even if express installation file support is not enabled.

Then the Patchdownloader.log file on the site server records errors similar to the following:

Downloading content for ContentID = <ContentID>, FileName = <Filename-EXPRESS.cab>
Download \\<server>\WsusContent\<Filename-EXPRESS.cab> to <Temporary Files>\CABA83C.tmp returns 2
Download \\<server>\WsusContent\<Filename-EXPRESS_hash.cab> to <Temporary Files>\CABA83D.tmp returns 2
Download \\<server>\WsusContent\WsusContent\C1\<hash.cab> to <Temporary Files>\CABA83E.tmp returns 3
Download \\<server>\WsusContent\C1\<hash.cab> to <Temporary Files>\CABA84F.tmp returns 2
ERROR: DownloadContentFiles() failed with hr=0x80070002

For software updates that contain Express installation files, the Configuration Manager synchronizes the Express.cab file and distributes it to the client. This behavior also occurs when the client does not need the Express.cab file for a particular deployment. This behavior is mainly cosmetic in nature. It is not the complete set of Express installation files, only the Express.cab file.

A hotfix should solve the problem

Installing the hotfix stops the unconditional download attempts for Express CAB files. After the hotfix is installed, the download is performed only if express installation file support for Windows 10 updates is enabled.

This hotfix is available for installation in the Updates and Maintenance branch of the Configuration Manager console on the pages of version 1806. If the service connection point is in offline mode, you must re-import the hotfix to have it listed in the Configuration Manager console. Detailed Information may be found at "Install in-console updates for Configuration Manager". Further details may be found within this Microsoft article.
