Store error 0x80131500 has been a recurring theme in the forums for years. The Microsoft Answers forum thread Windows Store Error Code: 0x80131500 dates back to 2016 and shows the error message in question.
And here is a reddit.com post from 2019. The person concerned has simply been unable to download anything from the Windows Store for weeks due to a store error 0x80131500. The person concerned was using Windows 10 Pro, fully updated and without errors. All other applications also worked perfectly, it was said.
All the solutions suggested by the Google search have been tried without success. The poster also wrote that he had found out that this error can be caused by deactivated TLS.
He only has TLS 1.0 enabled in his Windows 10, versions 1.1 and 1.2 are disabled. He cannot change it because the options are grayed out and locked, and the message "Some settings are managed by your system administrator" appears. The person concerned found this strange as he uses an administrator account.

Microsoft has published the support article Error 0x80131500 in Microsoft Store (via), in which Microsoft suggests several approaches such as resetting the Store using the wsreset.exe command.
Another item, that causes issues, are missing TLS support. To check the TLS settings, you can press the key combination Windows+R and type the command inetcpl.cpl. A properties window will then open and the TLS settings can also be viewed on the Advanced tab.
TLS 1.2 – and if available – TLS 1.3 should be activated. TLS 1.0 and TLS 1.1 are not sufficient and should not be activated as options for security reasons.
