[German]The security update KB5055528 from April 8, 2025 for Windows 11 23H2, as well as subsequent updates, have caused a new collateral damage according to Microsoft. Systems with Windows 11 23H2 can no longer be updated to Windows 11 24H2 via WSUS when the update is installed because this installation fails with error 0x80240069.

Windows 11 23H2 Update KB5055528
Cumulative security update KB5055528 has been available for Windows 11 22H2 and 23H2 in Enterprise and Education since April 8, 2025 (see Patchday: Windows 10/11 Updates (April 8, 2025)). It includes quality improvements and security patches (see Microsoft Security Update Summary (April 8, 2025)).
The update also creates the infamous inetpub folder on the Windows drive to close a vulnerability (see Windows 10/11: April 2025 updates create "inetpub" folder). The update has known issues with Citrix and AD group policies, which are documented in the support article for KB5055528. Now another problem has been added.
KB5055528 blockt Upgrade auf Windows 11 24H2
Blog readers have pointed out to me that there may be problems upgrading from Windows 11 22H2 or Windows 11 23H2 to the latest Windows 11 24H2 if the April 2025 update KB5055528 is installed.
Microsoft has posted the support article Windows 11, version 24H2 might not download via Windows Server Updates Services in the Windows 11 23H2 Release Health Dashboard on April 29, 2025. In this support article, Microsoft confirms that systems with Windows 11 22H2 or Windows 11 23H2 on which the April 2025 update KB5055528 or a successor update is installed are experiencing problems.
The systems may not be able to update to Windows 11 24H2 via Windows Server Update Services (WSUS). Administrators who manage and approve their updates for clients with WSUS must therefore be careful. If the clients are affected by the problem, the download of Windows 11 24H2 will not start or complete.

The Windows updates log may display the error code 0x80240069. The error usually stands for broken system files or problems with the update installer. Microsoft writes that other logs may contain a text similar to "Service wuauserv has unexpectedly stopped".
Consumer systems or systems not managed by WSUS should not see the installation error during the Windows 11 24H2 upgrade, according to Microsoft's assessment. Microsoft developers are currently investigating the problem, which affects clients with Windows 11 22H2 or Windows 11 23H2 that are managed via WSUS. An update will be provided as soon as more information is available.
A Workaround from Microsoft
On reddit.com is a thread Deploying Windows 11 23H2 Enablement package crashes svchost.exe_wuauserv – all endpoints discussing this issue (thanks to Bernie for the hint). An affected person opened a ticket with Microsoft and received the following workaround. It was suggested to create a .reg file with the following entries and add it to the registry with administrator permissions:
Windows Registry Editor Version 5.00 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\FeatureManagement\Overrides\8\3000950414] "EnabledState"=dword:00000001 "EnabledStateOptions"=dword:00000000 "Variant"=dword:00000000 "VariantPayload"=dword:00000000
The feature upgrade to Windows 11 24H2 can then be rolled out via WSUS – which is also confirmed.
