Windows 10/11: Problems with Start menu, search and UWP apps fixed

Windows[German]Microsoft has finally responded with the June 2023 Preview updates and claims to have fixed annoying bugs in Windows 10 as well as Windows 11 that affect the Start menu, Windows Search and UWP app launches. I had reported here on the blog about the issues, including causes application accesses such as BARCO ClickShare to Microsoft's Office APIs several times since January 2023. So fixing this bug has taken almost half a year.

The problem with the Office API

Since January 18, 2023, reports of Windows 10 and Windows 11 users experiencing issues with the Windows shell have been accumulating. These range from a unresponsive taskbar to Start menu malfunctions or Office applications not launching to other errors. In some cases, systems managed via Intune are also involved (see also my German blog post Neues zu Windows 10/11 Taskleisten- und Intune-Problemen (Barco ClickShare, 18. Jan. 2023), where I covered that issue).

The cause is broken permissions for the Windows shell in the Windows registry. These broken entries are caused by a buggy Office API from Microsoft that affects calendar entries. The error can occur when a 32-bit third-party process (such as Barco ClickShare) uses Office APIs on a computer where Office is deployed with Office ClickToRun. There is an error in the registry hook of AppvIsvSubsystem32.dll. In this case, profapi.dll starts to restore the ACLs, but after a second error, the ACLs for all application packages are no longer written, which causes problems (crashes and registry errors) with packaged applications.

The bug had been confirmed by Microsoft. The following Windows versions are affected:

  • Windows 11  Version 21H2 – 22H2
  • Windows 10 Version 20H2 – 22H2

A bug fix via preview update

Microsoft then released the preview updates for Windows 10 and Windows 11 on June 27/28, 2023. In these preview updates, the issues outlined above is supposed to be fixed. Microsoft has published the support article Start menu, Windows Search and UWP apps might have issues opening in the Release Health dashboards of each affected Windows version and updated it at the end of June 2023 to mark the issue as fixed. Here is the list of update and Windows versions for which the bug fix is ready:

On patchday in July 2023, the update will then be distributed to all affected and still supported Windows versions.
