Microsoft has released on August 30, 2019 cumulative Update KB4511555 for .NET Framework 3.5/4.8 for Windows 10 1903. Update KB4511555 reliability improvements in .NET Framework 3.5 and 4.8. Among other things, the crash of the BCL component which caused BackupExec 20.4 to fail (see Windows 10: Update for .NET Framework 3.5, 4.7.2, 4.8 (08/20/2019)) is fixed.
