Microsoft has released a cumulative update for the Windows 10 Insider Preview Build 19002.1002 (from development branch 20H1) for Windows Insider in the Fast Ring on October 18, 2019. This should fix the bug that causes some devices to hang when shutting down or restarting. This is stated in an addendum to the Windows Blog. The update should also be available for build 18999.
