If a file is already available at the destination when unpacking a ZIP archive, Windows 10 does not copy the archive file. Addendum: Microsoft has confirmed the bug, they know it, fixed it in Insider Preview of Windows 10 19H1, but probably lets the users of Windows 10 V1809 wait until November 2018.
